President Charles De Gaulle of France announces the successful completion of a cease-fire agreement with Algerian rebels and says that self- determination will prevail in that African nation.

Meanwhile, however, the O.A.S., the Secret Army Organization vows to fight on, maintaining that De Gaulle is sacrificing 1,000,000 European settlers in Algeria.

The President receives an honorary degree from the University of California as he takes part in Charter Day exercises. He tells the crowd of 88,000 that the tide of history favors freedom over totalitarianism. He then tours a missile base and sees an Atlas fired before meeting informally with President Dwight Eisenhower.
POPE OFFICIATES AT CEREMONIES CREATING TEN NEW CARDINALS
Pope John XXIII officiates at ceremonies that mark the creation of 10 new Cardinals, bringing the Sacred College to a record 87.

Chairman Khrushchev campaigns for re-election as a Soviet Deputy and announces that the Russians have a new global rocket.

Sixty prisoners of Castro, captured in last year's invasion, return to Miami after being ransomed for $2,500,000. Castro wants $62,000,000 for the 1,200 prisoners taken.
