Series of short or brief images of unemployed African-Americans in the depression era or Great Depression in America sitting around. Images that contrast scenes of unemployed African-Americans in breadline to images of smiling African-Americans after creation of the WPA, a federal work program for unemployed Americans. Scene of unskilled labors loading concrete debris into dump truck by hand. Images of a vintage power shovel loading a dump truck. Various scenes of public works demolitions and construction projects and jobs. Scenes of construction projects at Colonial Park in Harlem in 1936 (name changed to Jackie Robinson Park in 1981).

Scenes of children from needy families in a nursery school. Scenes of African-Americans in adult education programs, classes, household training courses, and health education. WPA programs for African-American artist, musicians, writers, and actors. William Lawrence directs an art song musical group as they sing a song. Juanita Hall leads a spiritual music choir singing a spiritual song. The African-American Theater Unit of the Federal Theater Project presents a scene from Macbeth.
