Former President Herbert Hoover returns to Washington from a survey of Europe's food problems and is greeted by Secretary Anderson. Hoover reports to President Truman. U.S. Army troops ship arrives in New York City harbor with over 800 war refugees from Europe after WWII, many from German concentration camps. Women show numbers tattooed on their arms by the Germans. Also on-board are Catholic Priests survivors of concentration camp. Shows children orphans, many with no records of family or even nationality. Relatives and friends greet the newcomers.
