Historic Note:
The Molotov-Ribbentrop Non-Aggression Pact, signed August 23, 1939 contained secret protocols to split up territories between Germany and the Soviet Union. According to these protocols, Finland, Estonia, Latvia and Bessarabia were within the Soviet sphere of interest while Poland and Lithuania fell into the German sphere of interest. The Soviet Union did not officially admit the existence of these protocols until December 24, 1989.
