History Note:
ROK President Syngman Rhee remained adamant that the war should not end until Korea was unified under ROK rule and the POW issue was settled. President Syngman Rhee pressed the United States for permission to release Korean People's Army (North Korean) POWs because he feared that Communist officials would take advantage of the Neutral Nations Repatriation Commission and coerce non-repatriates to return home. In protest of the proposed settlement it was reported Rhee unilaterally ordered the release of 25,000 anti-Communist North Korean POWs which “broke out” of the POW camps unopposed by ROK guards.
