As President Dwight D. Eisenhower affixes his signature to the Saint Lawrence Seaway bill, the engineering dream advocated by every President since Warren G. Harding, takes a major step towards realization. To be built in cooperation with Canada, the Seaway will make deepwater ports out of such cities as Buffalo, Toronto, and eventually Chicago and Duluth.
