US Presents White Paper Of North Vietnam Aggression
The United States issues a White Paper indicting North Vietnam for aggression in Southeast Asia. Government presses worked around the clock to print copies for delivery to United Nations representatives and to nations around the world. Among other things it accuses Communist China of smuggling arms into South Vietnam. Just one day before the White Paper was issued a heavily camouflaged gunboat was sunk on the coast northeast of Saigon. Troops found eighty tons of Chinese arms hidden in the jungle near the sinking.
