OGDENSBURG, N.Y. – Pres. Roosevelt, inspecting troops and planes of the First Army, engaged in spectacular maneuvers along the Canadian border, is host to Prime Minister King of Canada, with whom he arrived at an agreement for a joint U.S.-Canadian Defense Board.
